I do believe it's Misty and a client having a "certain" meeting.
i should go back to that building for more sounds it really getting loud, unlike LCS which is under construction one.....
Glad someone else noticed these sounds! GTA 3 is the most lifelike in the series regarding background noises. They seem to be missing in the Definitive Edition, though. I'll have to try to find spare time to replay and double check.
The ambient sound effects in GTA games are so cool. I remember there's another apartment building in Hepburn Heights in GTA 3 that plays a techno song when you stand close to it.

Only word I think I heard was "problem". But yeah, definitely sound-effects added for detail, I think
It's just a neat little detail, Portland was full of em. So many sounds to make the atmosphere better.
It kind of sounds like an argument. I can hear one voice say "you better shut up" and the other voice answer with "you ain't all that".
I’ve really got to play gta again because I really want to see these myths and legends for myself.

It’s probably the echoed NPC noises which people mistook as apartment sounds xD
Nice video, probably because of the audio distortion/echo and not been ready to ear any kind of voice from inside the buildings players got confuse and though it was an evil voice, and the airfield voice maybe it really happen but because the game bugged out and started playing that audio file.

I wish Claude can jump over wall s and climb fences and stuff claud is a lame still a good GTA nothing is interesting about this place you can't go inside of it
