If you are willing to stand their for 168 real life hours while recording, and willing to watch every frame you could try and see if it is a pattern. I drove there at the same time as in that video. I did not found anything strange except for one exception. Pedestrian paths are programmed really weird. When someone in a vehicle get's instigigated right on that bridge. Chances are the ped will run into the lake not far from the bridge and drown. This is for scaring AND angering them. Also I found out for rural area it's quite common for the unkown guy to spawn as it is a reallly basic pedestrian that is a great placeholder for peds that glitched or bugged out while rendering. Maybe the fact they are made to replace bugged peds is the reason it acted strange. As it's whole purpose is defeating bugs. It might be the worst advanced AI of the game. It proberly tried to replace that model with one on the drivers on the bridge. But maybe somehow the car despawned while the ped was in a driving position. So the peds position glitched. Making him T-posing. The reason why it's sideways? We wouldn't know bc we don't know what kind of bugs occured on the bridge. I guess it has to do with angles and stuff. It was great to see, great for speculation and for hunters to revisit that place and find the epsilon tract as it is possibly real. Hunters give up and these things seem to help them revisit places. Davidustin started the epsilon case again but with a different intepretation on how the order should be of the tasks. However if it actually is something. Maybe it's prove of a cut feature but it tried to load in anyway and failed. That could be another reason.

I think GTA 3 is generally dark and eerie because of the very gloomy atmosphere and the gray buildings.

Its a coincidence,in older gta's cars would follow its path driving through anything, only other cars or the player touching them would make them in a normal state,thats why you can do the monster truck glitch in gta sa.

Tunnels are by far the most interesting myth in GTA III. They date back even before Liberty City Stories. And I'm surprised ghosts aren't associated with them, because of what you have to do in Bringing the House Down, blowing up all of Fort Staunton. There's a great evil pertaining to the tunnels as far as that goes. Liberty City attracts greedy land grabbers, that's for sure.

About the glitch: Tunnel was probably moved during development and Rockstar forgot to change theri path. About the myth: It could be Porter Tunnel but maybe it can be that Darkel tunnel but it was so dark and maybe it isn't Maybe there was another tunnel usable during development that lead us to the Ghost town.

Also on the sign I saw the words keep your eyes on the road and not on this sign 9:40

Maybe its a movie poster? At the begining ,down the stairs theres alot of movie posters,and they just used a screenshot of the portland tunnel. Also why the cars are going tru the sidewalk is cus the traffic cars are on "rails" and physics are disabled (old game,to preserve the cpu) and once u touch them,the physics turn on and the car jumps away from the sidewalk

This is looking for hole where is not any. This poster is some fake movie poster, maybe reference older than 1999. Its dark down there is slogan, The Tunnel is title of movie. Under THE TUNNEL are markings looks like names of actors from movie posters. Cars in tunnel are just bug that developers forgot about it.
