Great travel vlog, really enjoyed it! Interesting, I've been to a half dozen communist countries, including Russia, China and Vietnam - and I've seen ghost districts in all of them. Large urban swathes of empty buildings and public areas. Very strange and I'm not sure exactly why these places exist, but they are ubiquitous in totalitarian countries. If I had to guess I would say that the government is likely the builder, who puts up these big elaborate buildings and complexes, with no real plan to make them work economically.
