yes you can get him without the code. You just need to get to the league that he is in, in order to have a chance to unlock him

He's pretty much the same as green ranger now he just has a breaker an he's move are a bit longer so I'm not worrying about getting him I have my old green ranger at level 3 an his moves maxed so I'm good lol
