Whoever is collecting money from ships passing through the Suez Canal should provide the protection. Otherwise, why collect money from the ships? If it's no longer safe for the ships to pass through the Suez Canal, then it's best for them to avoid it and take an alternative route.

Gulf of Aden is not part of Suez canal but it is in Yemeni sea so not possible SCA to guarantee protection ships entering Suez canal via Bab al mandeb💂
