I didn’t really have that many problems with the firefighter mission here.

Sadly no, but for the police you can use the hunter helicopter located at Fort Baxter near the airport. It spawns after completing Keep your friends close mission or collecting 100 hidden packages. It also spawns on helipad near pole position club in the grass area after 100 hidden packages

Ambulance one isn't that hard if you stay in Washington Beach area and are careful with avoiding hitting stuff or avoid driving too fast aggressively
