    My orders is only like 54 days, so I know I complete a voucher on the 30th day of my orders. Do I also complete it on the last day as well?

    Yes you can access it from a CAC or personal.

    "But it is set aside for your wing" What does that mean? Navy here. What the hell does set aside for your wing mean? What wing?

    I don’t get why one has to pay a Bill if the travel card being used is already approved for travel expenses. Does that mean I need to pay back the travel card expenses with my own personal money?

    The travel card is paid when you file a voucher through DTS. The voucher pays out the travel card and any funds left in excess of paying the card out will be reimbursed to the member through split disbursement.

    The point of the DTS/GTCC system vice a simple "heres a fixed amount of money" is flexibility. All to often when it comes to travel, plans will change, flights and hotels may be over booked or become unavailable, or some other situation will arise that changes the total amount the trip will cost. If it was a fixed amount of money with no GTCC, the individual will be stuck paying the difference out of pocket in these situations. In the DTS/GTCC system, the authorization provides a heads up to the bean counters on approximately what cost to expect, the GTCC keeps the individual from having to pay anything if managed correctly, and the voucher allows the individual to provide substantiating documents to explain any cost differences from the authorization and get reimbursed to pay off the GTCC. To explain the GTCC a little better, its a credit card in your name that is vouched for by the government. It has no intrest and the government has the ability to put it in a status that can defer payment deadlines if you mission status necesitates such. Its in your name and not the governments in order to avoid someone going out and using it however they please. Since it is vouched for by the government and has a few attributes that may intice someone to use it for personal expenses, your chain of command recieves status updates if it is used and not payed of within 30 days. The biggest problem with the system as a whole isn't the way its set up, its the level of competancy in it at all levels involved. Users aren't properly trained nor use it often enough to retain an understanding of how to use they system, and those with the authority to approve authorizations and vouchers routinely miss the deadlines they have to meet, try to assign the trip to the wrong line of accounting (money account), or are generally apathetic and dont give a **** because they get paid either way and it generally hard for them to get fired.

    Short answer is its in your name so yes Long answer is its vouched for by the government, so maybe yes, maybe no, depends on the way your account is set up with citi. There are certain statuses that the government can request citi put your account in where past due payments will not incure any late fees nor be reported to the credit bureaus.
