Yes, but for this Masters keep in mind that 2 semesters have to be done in 2 other countries. Its compulsory. You have to bear the flight cost and all costs.

you can book the appointment for the legalization. and if you have done the MOE and MOF. then once you get the admission letter. you can prepare for both visa and legalization. They have two resumption. Late this year and next year spring. so if you didn't meet up with this year, you move it to Jan.

Yes, when your transcripts or degree are not included in the application. And when you don't meet up the requirements. I got the same when my transcripts wasn't included. I reapplied and it was good.

European countries doesn't accept HND. Go and buy HND conversion form from IAUE in ph now so that u will use it next year. Is one year course.
