You can use the "Transformation" Window. If you cannot see that, look at the top bar, look for "Windows", Hover on it. On the drop menu, find "Dockers". Then find "Transformation". Choose the kind of transformation that u want to use and click on it, and that's it! Hope I helped.

You have to convert the line to curve before coloring the outline / border.. just click Ctrl + Shift + Q
