How did skills change along with the form? Skills wont change based on how strong or what form you are. It will always be there with you. Let say, you have the skills when it comes to engineering. Would it changa along with the form? No, it will remain the same. It also applies to fighting skills.

It won't change along with the form even if you got stronger, faster, and overall have more reflexes. It won't change a thing about your skills. You based skills in his speed and reflexes.

You see, skills is something that can be hone through experience. In Goku's case, his skill won't change along with the form. To be honest, his skill is already in a maximum level so even if he changes form, his skills won't change. Now for jiren's case, it's obvious that his skills will change throughout the years. It is honed by training and fighting. It can also be maximized.
