Same problem here In the states. We've a bunch of HUG A THUGS for politicians running things.

So what are the "Elders" doing about it? As per usually they expect others to deal with it because they have and always will be incapable. No parenting, heavy consumption of alcohol and child abuse are the same reason children where left with Government Agencies and Mission; but you wont hear that because it doesn't suit their narrative.

It’s sad for these children because they have no proper family lives and role models. Where are the parents? No judgement, though it could also be happening in the home.

Where are the Police?

Recommendation. Each community designates leaders or role models to drive a bus into town to allow the kids to participate in supervised activities. Yes , it's all well and good building more houses but you need community infrastructure. On weekends in partnership with parents , and the general population have volunteers to arrange programs or outings with kids. Station owners, farmers , business owners. Cultural events camps. Because the parents cannot afford such activities. It's all very well saying the kids have nothing to do but do something.
