If you do this for a while on a high lvl character just to get the treasure bags (and maybe some glyph xp for your character), you can go ahead and open the bags on a low lvl character - the items will be ilvl 925 and have lvl 55 requirement if opened on a character lvl 55 or under. good way to get gear for your low lvl alt fast.
I tried farminggoblins in 8 nightmare dungeons tier 41 to49 and didn’t find any goblins or shrines? I think this farm is glitched

Level 26-30 nm with more shrines is the best way to farm. All the bags are 925lvl.
