The best ratio point on the polar is a tangent line drawn from point (0,0)

this is not enough info, it seems...because you can't change the 'natural' glide speed without using controls, which will introduce additional parasitic drag. It seems you would actually be talking about different (wing) designs (aspect ratios etc) to have to craft glide at different speeds.
