Giblet is racist towards Saiyan's. Also I think I understand Giblet's plan. Destroy the evil Saiyan's and their descendants. He wants to kill Shallot because in his eyes Shallot is a loser. Giblet honestly thinks he's in the right because he wants to kill "bad" Saiyan's. It doesn't seem like he cares about anyone else but he doesn't seem to want to just kill everyone.

Giblet wants to kill shallot because of how he got his god power and the fact he is working with said Sayians with "tainted blood" to giblet, shallot is a traitor and the only real obsticle besides Goku standing in the way of accomplishing his goal. Motivation to kill all Sayians is still pretty iffy tho
