I think those bikes naturally have a bit of flex, being as big as they are. Also the seat has two springs under it so he himself probably wouldn't shake around too much anyways.

It could be anything, ranging from liability schemes (e.g the man was planning to ask if he could ride it, and "seriously injures" himself in the process.. to get damages from the bicycle guy or insurance) to unexpectedly being overwhelmed by a small group of people, for other nefarious purposes. That is, until they noticed it was being recorded, and they just played it off as innocent for the rest of the interaction..
