It cut off a bit early but it gets to the point where Humphrey says "I think the minister has had quite enough communications for one night!"

It bears repeating...Paul Eddington (as well as the rest) we about as brilliant as you can get here...the subtle facial expressions alone are magnificent....the "Scotch office" Err "Scottish office"

For diplomatic circles the amount of drinking is accurate.
We used to use code words when I lived in Saudi. I brewed a beer called "Bad News". I used to phone friends "I am afraid I have Bad News, you'd better come round".

they absolutely do this! I was on an archaeology dig in Egypt's western desert and our female archaeology professors were honorary men.
The only inaccuracy for this would be that the Arab diplomats would be mad they weren't in on the booze. Alcohol is the worst kept secret of the Arab world

Great British comedy and play on words. A gem.
Bernard clearly is uncomfortable with corruption. Otherwise he wouldn't have tied himself in knots while discussing the gift with the minister's wife.

Bernard, in a sense, (partly) represents the common man’s view, amid the vested interests that are the bureaucracy (Humpy et al.) and the politicians (Hacker et al.)

People with a tremendous sense of humour will have no problems navigating this years World Cup
Everyone: Yes, minister is great show, but they sometimes go too far in parodying politicians like for instance in that drinking scene from the Arabian country. Reality: It is actually a true story, but it was prime minister Jim Callaghan in Pakistan in 1978 and yes, they really make a "communication centre" only to have a place to store booze and yes there was really a phrase "prime minister you have a call from Mr Walker". There were multiple high ranked civil servants advising on screen for the show.

One of Hacker's worse ideas, that backfires on him spectacularly and leaves him open to blackmail from sir Humphrey later on in the episode over Bernard's misstep regarding the vase valuation.

That serial only shows how they show us to our faces what they do and we people laugh , thinking that is joke when in fact that is the truth . The thing is that really laugs who laugs the last . In the end always you get what you give .

which I think is part of the point of the joke -- the drinking culture in the UK at that time was crazy and the writers were sort of satirizing it.
