GERMANY: Sexualized violence against children "Cases continue to rise!" Faeser with current figures
The number of cases of sexual abuse of children and young people in Germany increased significantly last year. This is according to the federal report on sexual offenses published by the Federal Criminal Police Office (BKA) on Monday. According to the report, a total of 18,497 children under the age of 14 were victims of sexual abuse in 2023, an increase of 7.7% compared to the previous year. It is striking that around 30 percent of suspects are children and adolescents themselves. There were 1,277 victims of abuse among young people aged between 14 and 17, an increase of 5.5% compared to 2022. This is the highest figure in a five-year comparison. In more than every second case, there was a previous relationship between the victim and the suspect, and three quarters of abuse victims of all age groups are female.
The BKA also explained the increase with the expanded investigations, which are helping to shed light on such crimes. In the last three years, the number of employees dealing with sexual abuse of minors has been increased, resulting in more recorded cases.
There was also a significant increase of 7.4% in the production, distribution, acquisition and possession of child pornography content, with 45,191 cases in 2023, which represents a record high. The number of cases has more than tripled since 2019. There has been a particularly sharp rise in youth pornography content, which increased by around 31% to 8,851 cases. It is striking that in many cases the suspects are minors themselves: In the case of child pornography content, this proportion was 38 percent, and 49.5 percent for youth pornography content.
The BKA attributes the increase in youth pornography content to the fact that young people often carelessly forward such images via social networks and messenger services. In addition, the phenomenon of "self-filmmakers", in which young people make pornographic recordings of themselves, is becoming increasingly common. At the presentation of the report, Federal Minister of the Interior Nancy Faeser explained: "Every day, 54 children and young people in Germany are victims of sexual abuse - these are horrific acts that deeply affect us and leave us stunned." Faeser called for internet providers to be obliged to store IP addresses to make it easier to identify perpetrators.
The Federal Government's Independent Commissioner for Child Sexual Abuse Issues, Kerstin Claus, pointed out that the images and videos circulating on the internet often involve acute and prolonged sexual violence. She emphasized the need to develop and implement protection standards for the digital space in order to better protect children and young people.
