Yes, but that is the catch. Healthy democracies keep their leaders weaker with checks on their power. Modi follows the Erdogan path of riding "the democracy train" into power, then stepping off it quickly once in power. He has already cowed the Indian "free" press into submission and media control is the first step to becoming an authoritarian cultal figure. There are no term limits in India for Modi and he is not likely to propose them for the sake of democracy.
