I would say that Nazi’s and Tribalist’s are xenophobic.. But I agree there is a difference between 1) preferring your own group 2) misunderstanding other groups And 3) the belief that nations and groups tend towards exploitation of each other and that your aim should be to disable, exploit and dominate other groups as much as possible because if you don’t they will do that to you. E.g 3) is a politician and philosophical xenophobia.
