    It’s difficult to argue with Neville here. I agree that in principle, independent governance would add value to the game as a whole but how it’s role is defined must be carefully thought out. We need to tweak and reset elements of our beautiful game, not tear the whole thing up.

    @@YorkshireSpud It’s a fair point but can’t be more bought out than current bodies currently are. An independent body would by definition have more transparency and accountability. How we elect the decision-makers will be crucial.

    Gary is biased. He's a owner of a EFL club. They wouldn't sit down together. Premier League are not being vocal about there ideas as they are capitalists like the rest of the country. Socialism and comuniism in 2022 in football will only lead to the chickens coming home to Roost and the EFL clubs will suffer. Gary Neville should be more mindful of his language.

    The Premier league doesn't owe the EFL anything, the EFL should focus on themselves and become better at marketing. The EFL should leave sky and air alot more games

    @@TheJJKG England last starting had 4 players from academies not in the premier league currently, Bellingham who isn't benefitting the premier league, Maguire and Ramsdale from Sheff Utd who have had plenty of EPL payments plus big fees and the only true one Tyrone Mings who came from down the pyramid. On the bench there was Stones - Barnsley Walker -another Sheff Utd and Pickford - Sunderland who again plenty of EPL money.

    This will be the start of the decline of the Premier League. If Sunderland & Bristol City are institutions, the stakeholders should be responsible to ensure that they are governed well. I am sure that nobody expects Walmart to pay the village grocers to ensure that they do not lose money. Similarly, the Premier League should not be expected to ensure the survival of the clubs below the Premier League. So many good young English players prefer to go to Germany. Jadon Sancho and Jude Bellingham are some players who left for relatively small sums and who have or will be sold on for huge profits. The independent review does not think it necessary to prevent similar situations occurring in future. Lower league teams inflate the price of players as soon as Premier League clubs come knocking. Instead, they should have sell on clauses to make it attractive to potential buyers. Secondly, why isn't there a review on the policy of free transfers? What is the justification of allowing a player to sign a pre-contract with a team outside their country, but not within the country? Why is the compensation for free transfers involving U23 players within England be 3x-4x the fee to clubs outside England? Another thing that they should have reviewed was buyout clauses and agent fees. Buyout & termination clauses should be equal, which is the total wages due for the balance of the contract, unless mutually agreed upon. Agent fees should be fixed as a percentage of the players wages and paid for by the players themselves, not the buying or selling clubs. If I engage a professional recruitment agency for placement services, that's what I am expected to pay. If a company approaches a professional head-hunter to recruit a suitable candidate, the company pays it. It's the same with real estate. Seller pays the agent.

    @@molsy1768 If you consider clubs to be institutions and not enterprises or businesses, they should be community owned, not by individuals. And will the same community stump up the money to fund player acquisition? Once the club is sold, the owners have the legal right to run the club as they deem fit. If we supporters do not like it, we are free to stop supporting them. Look at the plight of Barcelona. Owned by the supporters and now crippled by debt. Will the same supporters pay double or triple ticket prices to bail out the "institution"? Wishful thinking, if you ask me. It's intresting to note that the majority of England fans who do not support club over country, (as far as friendly matches are concerned) do not support clubs in the PL. If I am not mistaken, most of the football fans in England do not support PL clubs. Why does this majority not contribute more to the clubs (or institutions as you claim) they support? Pay the same ticket prices across the football pyramid. Clubs will then have enough money from their own supporters to improve their playing squad and training facilities

    how about every prem game that's played in the UK should be aired in the UK? how the hell does it make sense that someone an hour n a half away by foot from a ground can't watch the game there on any channel (legitimately) but ppl 7 hours away by flight can watch every game? 🤦🏽

    Should also let Premiership team's sell their own PPV streams and let them keep a larger cut of the revenue (as it will be their own fan's paying to watch). Sick of paying for Sky & BT when I only watch one clubs matches & I don't get to see all of them and that the money I spend goes more to the team's we're competing with than on our own players. Make PPV season tickets available per club - 40% retained by club, 40% split between opposing teams in same league & 20% to lower divisions - maybe there could be some variation to still allow for prize money based on league position (say take 5% off the money retained by club and split between opposition to create a 4th pot for league position prize money).

    @@M-E_123 hmm concept might be okay but could get mighty complicated. plus may have issue with just not enough viewership for everyone outside the prem to make the ppv worth it. hell even some of the teams the prem like Brighton got example (no offence to them) but I can't see them having the kind of global demand to a make ppv worth it and tbh the portion of your viewership (a lower than the prem fans) doesn't make a huge difference at all to the prem money its the global audience that give them the wad). would be nice if the demand is there tho for more championship teams to get kroe matches maybe sky could do a championship channel or something

    @@vkdeen7570 most lower division teams set up their own streams for season ticket holders during lockdown - I don't see why they can't keep that running now fan's are back in stadiums if there is demand there - it may not be for all clubs but they certainly shouldn't be blocked from exploiting a potential new revenue stream if there is demand amongst their supporters (as it currently is under the EFL TV deal). Premiership teams would likely need to partner with someone (like Sky or Amazon) due to needing higher viewing capacity, but the point would be that rather than splitting game's between 2-3 different subscription services and it still not being possible for me to watch all of my teams games in a season, offer me an option to actually follow 100% of my clubs games without needing to use overseas streams and without having 3 different corporations taking a cut.

I didn't know that. then ye don't see why they couldn't just carry that on. likewise even tho I follow a prem team I don't understand why I pay for sky and bt but yet even if I got prime I still can't watch all games of my team it's ridiculous. amazon shud just take over a set up a stream service for specific prem teams or atleast the big ones with global bases. I suppose 1 issue might be than some ppl also wanna other prem teams and probably some lower div fans like to watch the prem also. I'm sure it's workable just a bit complicated

    You can basically make that arguement to anyone involved in this conversation. It's a straw man. There's vested interests in everything. There's obviously huge vested interests in how it is now. I will honestly hold my hands up and say I don't know enough about economics to really have a solid opinion on this. It all sounds good but impossible to know how it will play out in practice. But I doubt Gary's only motive here is to simply force an infrastructure that would protect Salford. Again, maybe he is. I couldn't possibly know his motives.

    The transfer tax aside most of it makes sense. The golden share for fans on crest, colours and home ground are absolutely essential. Clubs shouldn’t have to go through what Wimbledon did or have owners like Tan and Allam just changing club colours and names.

    FFP is pointless. As Gary says club owners wanting to buy a player should put up the whole money into a Escrow account covering the total cost of that player. The present rules hinder small clubs taken over from being able to compete, it has created a closed shop. The power has to be returned back to FA far to much money stays in the Premier League.

    Point me to a regulator that is actually independent and isn't swayed by the influence of money. Lobbying exists and will always exist. Gary can say it won't happen, but history is not on his side.

    But then we’re simply saying don’t have any independent oversight or impact. The premier league already control the flow of cash downwards and have control, and the premier league is fundamentally controlled by the largest clubs within it because of the number of votes required. We’re saying there’s no point in trying to wrest power away to an independent regulator because they’ll try to bribe to win, but the other option is just letting it carry on where they don’t even need to try and bribe they’re that much in control. Lobbying is crap but at least it puts barriers in place to stop the lobbyers also being the actual lawmakers.

    Gary is very convincing. Makes a lot of sense really. Getting relegated should be a sporting failure not an economic one. The 4 divisions is unique to the English game and should be protected. The PL are nothing without whats below them.

    exactly. Its not only in england its pretty much everywhere in Europe when Clubs spend more money than they earn to get promoted but are shooting themselves in the foot but in comparison to European lower League Clubs the English Lower Leagues got rich Owners. So why give them the Money they didnt earn in the first place?

    The EFL clubs have to overspend to compete with parachute payment clubs. The parachute payment should be forced into a separate pot with clubs only using it to help cover the PL wages. Instead, teams like Fulham, West Brom, Bournemouth and Watford have been using it to fund £10m+ signings or purchasing players in £50k+ per week.

    The thing is, if the Premier League actually had salary caps so that he who is richest can’t out spend the rest, then the parachute money down the ladder becomes of less importance because then it isn’t all just about the money, so the gap can be closed by skill and organisation and efficiency not just money. At the moment the parachute money is just a way of saying, we aren’t going to actually address what’s caused the inequality which is related to the lack of competition and the increase of financial instability, we are just going to send some hush money your way even though you will never ever meet us on the pitch because we can outspend you. The parachute money doesn’t mean anything if those clubs never have a chance to actually really make it up the ladder and stay there without needing to be some billionaires plaything. . An actual competitive football ladder would see all teams of all leagues be able to win and compete in their competition based on management, skill level, recruitment, efficiency and good financial structures. Not just, he who pays wins. The day Norwich can win the Premier League without needing to be bought by a billionaire is a day we should be aiming for. Even though I couldn’t give a crap about the team itself. That’s an actual competition

    And if England introduce salary caps the best won't come so the world wide viewing will lower, so will the big money and the so called parachute payments will get smaller anyway, not to mention the Tri yearly owner shakedowns proposed. Its all good in theory but they're relying on the PL still being the best with new restrictions in place.

    All the Premier League wealth should be distributed evenly between the whole teams who make up the leagues, that's how you help keep these teams alive in their local communities & also get better tried and tested owners. Each team would get about £17m if you take £1.6bn / 92(number of clubs). Their should be then another pot that makes up the prize money for teams who win competitions.

    I see his point but as Martin Samuel says in his column why should well run Premier Clubs like Norwich City and Burnley be giving money to Billionaire owned Bristol Rovers and to Gary's own club Salford who tbf are in terms of fanbase tinpot but have been bankrolled. I feel for Derby fans but at the same time I feel the owner a local businessman who made good (candy crush)would pass any fit and proper person test at the time.

    One thing the gov should easily fix is cheaper match day tickets, cat A games in prem should cost max 40£ for an adult, I would rather it be £30, away ticket prices r fair but even then they could be cheaper

    I agree with the idea. But if it happens then they have to look after the game at every level and not make one part of it more important than the rest. That's why it's come to this. It's our national game. It's for everyone, not a self proclaimed chosen few. Parliament represents the nation it's the people's game, we want it back.

    Can we just give the keys to G Nev and let him sort it out and get us there? The man understands the game from top to bottom leagues, boardrooms to training grounds and as owner, manager and player. His intelligence and topical knowledge is incomparable - I don’t think his intentions can ever be questioned and his transparency is admirable. He could make our game better for millions.

    While his points are reasonable - it's not completely out of hand for clubs like villa and leeds whose pockets will be hit the most to want to make changes to this. The big six clubs have other revenue streams to offset the losses but a majority of lower table clubs depend on the premier league money to stay competitive. Also a bit hypocritical of him to say that other owners and executives not give their opinion to the media while he's on the discussion panel for sky himself.

    I’m worried about the ownership test part. That’s putting such huge states on single decisions that I worry that will bread corruption that is very hard to weed out. That part needs to be very thoroughly planned out or could be an absolute disaster

The big six get most of the money, meanwhile countless lower league clubs have gone into liquidation because the big six of the Premier League get all the money.     There won't be an independent regulator, but the threat of one will be enough for the EFL to give it some leverage over the EPL when negotiating how much money trickles down.

    We need independent regulators like energy companies (remind me how that's working for the energy sector). We want more money in the pyramid, also we want FFP, also we should be able to breach FFP if we put up money in an escrow for the entirety of the fee. Yeah his opinions are really clear and obvious, wants it all in his favour as a minority club owner.
