That leaf damage looks like grasshopper damage but they aren't really out yet. That grass that grows in mats is called quackgrass, the worst thing to do is to work the ground because every root that gets cut makes a whole new plant. It sounds crazy but spray it with roundup, then if you have plants around the grass take a paintbrush and paint the grass with weed killer. That is how I get rid of it!
