Well to my knowledge, countries influenced by the Soviet boxing system are very developed in the art of hit and not get hit. They figured that in order to do so, having good movement is key. Moving well also shows that you're controlling the ring/fight, so if there isnt any significant punch (or only a handful) landed in a round, the boxer with better movement looks like he won the round. Now, these countries realized that since most people are right-handed, and hence traditionally fight as orthodoxes, most boxers train against orthodoxes. So those who are left-handed benefit by possessing the natural awkwardness in the ring. From my years of watching both pro and amateur boxing, fighting against a skilled southpaw who moved well is simply a nightmare. They frustrate you so much because in your mind you think "well this is just only boxing, they are just left handed, and I just need to do what I often do." That mentality could not be more wrong. Skilled southpaws are truly different, and it takes one (orthodox) years and years to understand and hence practice their crafts to cater to just them southpaws. Therefore, due to this massive advantage, I believe many right-handers started training as southpaws as well, even in America. Demetrius Andrade, Bud Crawford, Shakur Stevenson are some notable names that are officially known to do this. You can see that they all control the ring very well. So I think the same case happen in Uzbekistan, Kazhakstan, Cuba, Russia, ... Sorry for the long response but I hope it's helpful. I dont know Korean so you may have to use a translator.
