Furnace sucks in?!

Frigidaire (Nordyne) two-stage furnace. Flame ignites normally, blower starts, inducer switches to lower speed, then a few seconds later there is a sudden suction in the burner compartment (1:03), gas valve clunks closed, inducer switches to high speed, and cycle repeats. What's wrong?

I've concluded the suction is occurring after the gas valve briefly closes as a result of the combustion gasses rapidly cooling and condensing in the heat exchanger, which is still relatively cold right after startup when this occurs. The cover is well sealed, hence the deflection.
