    Is this controlled by a a fake guest/ undercover castmember(like push the talking trash can in epcot) that has a sound panel, i think the speaker is definitely in the trash bin

    The speaker is indeed in the trash bin. From what we understand, and I wasn't able to record the other CM. There is a CM that holds a sound board/panel that allows him/er to time these sounds.
