Yes, you can apply. Can you communicate in English, I mean, you did 12th in English medium. Regarding numbers, the higher the better. They will make the merit list, and it depends on the students' marks who are applying.

I graduated at 2021 though. Can I still apply for this scholarship? In 2024. It kinda gap years for me because of COVID
