I forgot to add in that there's also one spawn in the abandoned facility behind the island itself underneath the hills, he could also spawn there.

Sadly, they have changed it to race reroll orb only. No longer needing Lucius' blood potion..

sadly it doesn't show up that someone has already found it so you have to be fast
At Shell town it's behind the island near Morgan
