Why do we multiple both sides of the design generator by C ? Is this choice of C arbitrary?

You explained the concepts very clearly, thanks for that. However, I wonder why in all the examples when you tried to figure out which column would be used to choose the fractional design, you always keep the ones with value of +1. Why not mixed +1 and -1 ?
