what would happen if a level 14 and a level 13 player leave the game at the beginning, because they were in same clan? does the game ignore the match, or the level 14 player would win?

if both leave then the game gets cancelled, doesn't matter even if there are troops on the field or different castle health or even if you're 1 hit away from killing your opponent. Only exception is during tournament, if both leave then both lose
