This is why I love low brass over any other section in the band.

so I've noticed that the tuba player moves his valve slides when he pushes them down, is it effective only on the low registers or can it also be done in the higher registers?

+Marino Ruiz it can be done in any register. The purpose of "slide pulling" is to improve one's intonation. Since most players only pull 1st valve 99% of the time, it is used for tuning of notes that on your instrument, Bb, C, Eb, or F, that have workable fingerings involving 1st valve. Me for example, pull the slide a lot when i play 1, 1-2, 1-3 on rare circumstances(4th valve compensates), 1-2-4, 1-2-3-4-5, and any other "wonky" notes that do not tune good enough just using the main using slide. If that makes any sense. For example, on my C tuba, pedal F is 1-2-4, or 1-5. I sometimes use 1-2-4 when i have to use pedal F in faster passages, or in places where the tuning of the F is not so necessarily important. I pull my slide out a lot for that note, almost all the way. I've now starts using 1-5, which when my 5th valve slide is adjusted, slots really well, and is very well in tune. Hopefully that is a very comprehensive answer.

Just depends on the notes and the tendencies of your face. If you notice a certain note to be sharp, you can pull out and then push back in for another note that uses that valve.

Why do these have so many dislikes? They're still pretty good, despite tuning and timing.

David Stein Mike Roylance is a fantastic tuba player and his philosophy is solid. I simply have a little different way of looking at the big picture. Nevertheless, I am aware that time and rhythm is essential to the playing of any instrument, so I completely respect his ideas.
