Problem is in powerbank. When charger/Powerbank becomes weak it doesn't charge phone. It discharges the phone. Try to change data cable first then.If won't work purchase a new Powerbank

There are gentleman in this world, probably this guy wiped all the data without getting into the phone. Or probably restored the info and call a family member of the person who throw the phone and then contacted and gave her all her info without him seeing any private info of that person. If I was him, I would restore the phone and them probably unlock the password (without seeing any private info) and check for sim-card contacts and see if there is a family around the person, then contacted the owner if possible and tell them that i restore their phone and... if they want all their info for free, and if they accept cool. then is 99% probably that they will tell you to keep the phone of course because you repaired it, or probably they will ask if you may return the phone, but of course there you need to ask for money in return because you repaired it.
