What can it do without service subscription?

Thanks for the question, Botrax. While the firewall will turn on out of the box with no subscription, you'll have very little protection or configuration capabilities. Even more basic protection options like web filtering, Intrusion Prevention Systems, Anti-Spam, Advanced Malware Protection, and Support are not included - with more advanced ones also requiring subscriptions. And past the 90 day mark, there are no firmware updates either. We suggest at the very least the Unified Threat Protection (UTP) bundle, with the 360 Protection bundle offering the strongest suite of options.

It depends on the needs of the network. I have older 60Es running hundreds of devices (or as they say, users) on larger networks, and have been doing so flawlessly for years -- however, those networks aren't pushing hundreds of Mbps 24/7 on the WAN either, they're small and medium businesses with regular internet needs coupled with the benefits of gateway and dialup vpns for remote offices/users (and the full security package running). The 60F is much more capable than the 60E, and from my perspective would be a big upgrade, but would not be appropriate for a network standardized on 10Gbps ethernet on the inside, or one that fills up over 700Mbps of wan usage (while expecting full security scanning).

IMO, yes, it should easily handle 50 users in a typical office environment. Not sure how they sized the 60F for just 25 users. I could only see that in a situation where all 25 users were moving huge amounts of data and all UTM features were enabled.
