Ford Crown Victoria fuel fill cutoff fix - EVAP system clean

Does the fuel pump keep shutting off when you try to fill up your Ford Crown Victoria? Maybe you've tried putting the gas nozzle only about half way in or tried filling the tank very slowly, with mixed success. In this video I show you what the likely problem is and how easy it is to fix. Older models are slightly different than the one shown in the video. Most modern vehicles should be similar to what is shown.
UPDATE - September 2020 - still working great - I am assuming there must have been some dirt or bugs in the hoses and they fell out when I took this apart since I never found anything "wrong" with the system.

    Because of your video, I did this to my car yesterday. I didn't clean everything with soap and water but I did blow compressed air through everything and I installed a new evap vent valve (just for good measure) and now my car will take gas with the handle fully squeezed and never click off.     I had same problem. Old mechanic told me to clean it all out with rubbing alcohol. Worked great.

    my Charger started doing it after sitting for a year. I removed the fuel filler neck on it and found bugs had created a nest in the EVAP tube - flushed out and fixed immediately

    2004 gran Marquis. Transmission blew. Sat for a year. Rebuilt the transmission. Now CEL. P4005 I believe. Changed gas cap. Now p4006. Evap canister solenoid.

    My 2009 CV does this unfortunately it's too darn cold where I live to do this but I have also noticed the certain length pump nozzles are also a factor and I have to hold the gas pump sideways. Thanks for posting this helpful vid.

    eatmills I have the same car in the same problem and I to hold the gas pump lever sideways for about 5 gallons and that's fine otherwise it pops repeatedly

    BIG GUY SIMPLE PRODUCTIONS a lot of the gas stations in Ontario don't have the pump lock anymore so we have to hold the pump handle anyway but will keep what you wrote in mind thanks.

    Try holding the hose perfectly still. I usually pin it with my leg so it can’t move. Makes a big difference.

    @@Fabio9001x Since the plague a lot of stations have reinstated the nozzle locks so I insert it in upside down with no issues. I only hold the hose between my legs if I'm feeling playful lol

    The problem is failure of the Fuel Tank Vapor Vent Check Valve Ford OEM F8DZ-9B593-AB - FDEFF00009 and/or the purge regulator Ford Part No.: F5AZ-9C915-A. Cost for both is around $150. These are both components of the fuel vapor recovery system. An essential part for Flex Fuel cars and also required by EPA regulations. It's a dual purpose system that reduces environmental vapor release (stupid EPA) but more importantly it catches evaporated alcohol, condenses it in the reservoir and returns it back to the fuel tank as liquid. Important and essential if you use E85.

    @@WJHandyDad For a 2010 Crown Vic the one in the engine bay is Valve Assembly Part Number: 6W7Z-9C915-A and the other one that you show under that cover under the gas tank is Dorman OE Solutions Evaporative Purge Solenoid Valve (0 reviews) | B70801097830DOR. Not sure if a Motorcraft brand replacement is available.

    Totally unnecessary to have on a car that's all they do is make unnecessary costly repairs computers have no place in a vehicle a carburetor and points ignition work just fine

    Oh my gosh I've dealt with this for three years. I have to pump the gas with the nozzle upside down for half a tank. One of these days I'll Implement your fix when it's warm right now it's below freezing

    True that the shop manual doesn’t touch much on the evap system. It referred me to power train/ emissions diagnostics, or similar wording, which s a completely separate Ford book, and not specific to crown vics but all Ford vehicles in a given year, except diesel. I just ordered one off eBay.

    Just did this on my 2001 p71, let me tell you the thing runs like a top. The vent valve was fully caked with dirt I couldn't even see through it. After a good cleaning and a minor fire due to unrelated repairs, the whole car runs 10x better

    What’ was the unrelated fire from? I just bought a 2006 p71 The minute I drove off after buying it to put gas in it, same problem, gas splash, right back out instantly . Besides blowing out all the tubes is he replacing the vacuum vent valve or the charcoal canister? What causes this issue?

    I just want a 2006 police interceptor 130 thousand miles the minute I drove off it was on E! want to get gas gas will not fill up this is the same problem, so is it the vent valve that goes bad or is it the charcoal canister other save the BBs in the charcoal canister caused this

    I’ve cleaned this twice still didn’t fix if I stick clothes hanger in it & pump it works to a certain extent. Do you think I need to change that pipe out?

    Was this car throwing a P0455 code? My car generally does not have trouble filling up, However, after filling the tank, if I make a hard turn it will stall. There’s been times where it stalled and would not restart, but it’s been about four or five years since that happened. My CEL it’s pretty much always illuminated, about once a year it turns itself off for an extended period of time. Also, can you give me instruction on how to test the purge valve with a voltmeter? I’d like to determine if it’s working correctly.

    My car has rivets holding that panel underneath up to the car in the back so I am only able to lower it down not remove the whole thing. I took out the sensor thing and cleaned it good with brake cleaner, let’s see if just cleaning that piece does anything, my car will constantly click off the pump under $5 about every $0.30 but after about $5.00 it’s okay to fill up

    interesting - mine didn't have any rivets. You can usually drill out the rivets and remove (just be careful you don't drill into the gas tank!)

    does the filler pipe have a screen at the end because im trying to siphon acro gas out its making my crown vic not running right my check engine light is flashing due to bad fuel I did everything change fuel injectors fuel filter fuel sensor unit and spark plugs or no i siphon the fuel from the fuel filter

    it probably has something - my 2004 Cobra doesn't allow me to siphon the gas out unless I run a tube down the middle of a larger tube

    There is an anti-siphon check ball in the filler neck that gets stuck and won't allow fuel into the tank.

    Hello, I have a 2011 cvpi p71 and recently I have had heavy rain in my area and noticed that in the gas cap compartment area, water has collected in the area right below the gas cap. I wanted to ask if you know of any drain plug or fix for the 2011 cvpi for this issue?

    I have never experienced that. Check thoroughly to see if there is anything that looks like it's supposed to drain out but is blocked

    Just went checked and have not been able to notice anything of like a drain for it. Do you know if the 2011 vic have a drain in that area? I know some older ones have em but I cant seem to see one for my 2011 and am unsure if the 2011 ones have em.@@WJHandyDad

    Late comment here -- for having taken the whole thing apart did you clean out the other sections or just the vent solenoid? I don't have the fuel fill problem but I get a crank no-start intermittently, seems to perhaps be related to the evap system but I am just starting to diagnose it. I suspect the purge valve as well but I am trying to understand what is actually causing the crank no start, vapors flooding the intake when I park the car? It will usually fire up if I do "clear flood mode" (crank with gas pedal floored), car runs fine otherwise with no CELs, it's just a bad feeling not knowing what is going on though... Edit: I changed out my very old fuel filter which seemed to clear up the issue but then it happened again last night so now I am back to hunting additional causes

    I honestly don't know what I cleared out that fixed mine, but whatever blockage came out when I did what was shown in the video. Your situation sounds odd - I've never run across a situation where a car will start and run fine as long as you do "clear flood mode" first. Good luck, hope you figure it out.     What’s that “box” name? Is it better to replace some of the insides and if so ,which components in particular? I have the same fuel pump issue, also keep getting a P0451 error code and a very rough ride… Replaced EGR valve, ignition coils and FPR sensor already, but no luck so far.

    @@WJHandyDad thanks. I just found out it is the same thing as the charcoal canister. Probably it's worth to just wash it and then test the valve and the solenoid. Can I run my car without it for a few days or I'd risk to get something damaged? It'll take a few days to get the job done in my spare time.

    I don't want to speculate on pros/cons of running without it. The only thing i know for sure is when I priced them they were $350 for the canister :(

    Can you please provide me a diagram or picture of the electrical wires for the fuel pump? Like which wires are going to the battery/fuse for power and which are for the sensors and what not?

    I don't have a way to post a picture like that. Most libraries have free online resources to get basic shop manuals, including wire diagrams, for almost any vehicle

    @WJ Handy Dad I got it all covered. Basically my vics catalytic converter started a fire on tall dry grass, at the moment I didn't know why there was a fire so I was scared to drive off to a flat surface, and when I did try moving the car it wouldn't start. but anyway the fire melted and shorted the fuel pump wires, I ended up separating each of the wires and patching them all up with tape (pain in the as*) & Replaced the fuel pump fuse. And then I noticed that the fire also burnt off the few inches of fuel hose that go In and out of the fuel filter hence why the car wouldn't start. And it's also miraculous that it didn't blow up the fuel tank. so I bought 4 clamps, & a couple inches of fuel hose, a new fuel filter, clamped it all on, and Walla! It started right up. It also melted the ABS wires and shorted those so now the ABS acts up, but that's livable, and for some reason the A/C blower only works in the windshield defrost area, that's livable as well...

    Do you have to drain the hoses before removing if yes how or can I just slide them of without anything spilling out. Sorry I am not a car guy but have the exact problem

    @@DS-ss7vl my car eneded up having that issue. The little check thing got jammed closed… could still fill up but it took forever. New gas tank, straps, fuel pump, filler neck, gas cap. Good to go now.

    ok so you took it apart, messed with the evap canister but didn't really do anything with it, and then put everything back together? what was the fix? the soapy water soaked hoses?

    I'm not sure what the magic was in my case - may have been something in the hose or something in the parts that I sprayed down. But it fixed the problem. Sometimes it's more obvious - you might see a blocked/dirty screen or an object(s) in the hose

    This is very annoying & while I was standing in the way of the vics full retirement, well halfway anyway cuz this lazy8 was the dirtiest thing ive ever had to detail. The D casually stated he jus drove the vic back from the navada desert & the only issue he has with it was no cabin air filter smdh Long story short. There was dirt, mud, gunk in alot of places it shouldn't have been. Hands down I highly recommend every panther owner to invest 40$ or so & purchase the power within a bottle that will surprise you or your money back. DURA LUBES race born products have simply amazed me at there high claims effectiveness. Catclean, gas, & engine treatment. 3 entirely different boxed bottles are worth every fake coin you spend. Personally i use a canister pressurized valve nozzle & force feed contents into injectors, gas line from filter, & intake throttle body all while keeping a steady 1500/2000rpm while applications are being half shaken/stirred up. New hiflow filtering installed on every fluid replace except for washer fluid with the need to be kept cool & catch the b.s. that's sure to be years of abuse releasing out the restrictive flowing exhaust system. Pro tip; Would be to hit the highway and floor it to 140 safely as possible or just maintain a wheel speed of 85ish. Do drive aggressively as possible with TT turned off & if you don't notice a substantial difference than you have to wait until the refill, drop in a good quality amount of 91 octane from half full & enjoy the instantaneous throttle response you've been missing.

    My 2009 has this annoying problem. I'm a little confused at what you fixed? You just sprayed some brake clean inside that sensor. I mean did some crap come out of it or any ideas about how that thing relates to the fuel pump handle popping. I still appreciate the teardown video of the mystery Black Box

    I'm not really sure what I fixed... I was expecting to see something really obvious like dirt/bugs in one of the lines, or an obvious clog in the thing I cleaned. I washed all the lines and as you noted, I sprayed brake clean in the plunger. But it's working now... 2 fill-ups since I filmed this and the pump hasn't cut off until full.

    @Khairo - the older models are different - and easier to service. You should have a screen that's clogged. Clean it off and you should be fine

    Just curious- where do the hoses that connect to this thing go or end up in the car? Maybe they're clogged up too or is it always going to be this thing? I looked at mine without taking it off and it all seems very tight and secure from any insects/ obstructions entering. I've noticed too that I have problems filling up at some gas stations but not others. Different pump heads maybe? It's just odd.

    Because I had just torn my bicep when I filmed this, I didn't dig any further into the car to see where those hoses went, but yes, they can have debris in them too.

    what year is yours? Did you disassemble the unit itself and clean it? The older ones have a screen in them where I took apart mine and sprayed with brake cleaner.

    only 1 time, so it does seem to have fixed it, because it was cutting off frequently prior to this

    How the hell did you get those nuts off of the pan? Mine just spin and I can't get anything in to hold it.

    if the EVAP system has a clog in it anywhere it tricks the fuel pump into thinking the tank is already full. It's amazing how sensitive the system is to even a small blockage.

    Hello I have a quick question did anyone happen to find out what the second hose is for? The one that goes Into the frame? I'm not sure if it's supposed to be exposed or if the hose connects to anything?

    One of the lines will go to a similar valve in the engine bay near the firewall on a 2010 crown vic.

    The one that goes up into the frame is a vent I believe.

    Mine does this plus I have a check engine light and gas cap light on. The engine light says gas cap but I've boughten 3 of them. I have a slight gas smell as well. Could this be the issue?

    sounds like you have a leak somewhere either filler tube or EVAP system that is tricking the computer into thinking your gas cap is loose

    Just did the same thing to my 2010 CVPI after watching this video and the damn thing still wont take fuel. Might try changing the valve, but I have no check engine light and the car runs fine. Might try to fill it up with the engine running next time, I'm sure the cops never shut them off when refueling.

    if cleaning it didn't fix it (and you're sure there isn't still a clog somewhere) might have to buy a new canister (unfortunately about $350)

    called the EVAP system, it has to do with controlling the evaporation of gasoline fumes into the atmosphere

    no, only symptom was when filling up with gas it would keep clicking off and I would have to get really creative to try to fill up the tank

    @@WJHandyDad the check engine light is on my 2008 crown vic. just bought it & needa pass smog. google showed it was my emmissions system & thats y the lights on.

    I'm not aware of the EVAP system causing codes and smog failure - it has to do with the gas fumes escaping. If you are needing to pass "smog" it's probably catalytic converters and/or O2 sensors. But without knowing exactly what codes you are getting and checking out your vehicle, it's really just a guess. I have videos on cleaning the MAF and throttle body, as well as a video showing how to replace the O2's and cats.

    P0442 can be as simple as the gas cap not tight or it could be as bad as a leak somewhere in the EVAP system. May try just replacing the gas cap and see if it fixes it. Note: if you don't have a code reader that can clear the code for you, the code may not go away on its own

    Turn the gas pump handle upside down and it will fill up all the way.

    yes, that is definitely something some folks aren't aware of. When the pump clicks off and people keep clicking it back on, they may be overfilling the tank, which can flow into the EVAP system and damage it. It can also pressurize the fuel tank and then when the pressure lets go the fuel can spray out

    first thing I'd check would be the fuel pump emergency cutoff on the driver's side of the trunk. Blow it dry with a blower then press the reset button and see if your car starts. Make sure it's dry though!!

    @@WJHandyDad it was indeed the first thing I checked... but I just found the issue. After 2 weeks of no daylight hours to look, and the wet cold stuff finally stopped falling from the sky, it was a rotten vacuum line. I'm just happy I won't have to lay on the ground today and my wife can have her dainty fusion back 🤣👍🍻

    Your probably going to have an evap leak for taking that vent solenoid apart. The way to test it is to apply 12 V to it positive on one terminal and negative to the other terminal to see if it closes.. with voltage applied it is in closed position at that point , put a smoke machine on it to see if it’s leaking in closed position ,, therefore not allowing any air to leak when the system conducts its test.. .... it has to be wide-open when there is no voltage applied therefore there’s ventilation from that part when fueling so the fuel can flow from pump nozzle without air pockets

    knock on wood, no issues that I know of. Somehow whatever I did fixed the problem of the pump clicking off and it hasn't returned. No check engine, no driveability issues, car runs great
