i have smth to say. for me actually, someone who speaks two foreign languages fluently in a decent way, i'd say that your goal has to be simply getting better rather than just 'getting fluent'. setting a concrete goal, working towards it and achieving it is more practical than hoping for an end without taking a path, and then i promise! fluency will come naturally. do you agree? looking forward to any answer.
