Hello this might be too late but sometimes these fans need to be relubed and cleaned i had an rx 580 where 1 fan was struggling to move and i saw an video of someone cleaning it out and adding some oil, i tried that and it worked Edit: you need to remove the motor from the blade and do it, i didnt break it, but be careful
