Since 2015, the region and the département joined, but it is still part of France proper, like any metropolitan piece of land. Mayotte, Martinique, and Corsica also have this "collectivité territoriale unique" status. And Alsace has a somewhat similar status since 2021, yet you would not call it a dependant territory.
