Fixing the debates: a better way to interrupt

The presidential debates have become major media events, but a decreasing share of Americans are watching them. Although that proportion slightly increased for the first debate between Donald Trump and Hillary Clinton, the proportion of voting-age Americans watching isn't nearly what it was during the 1970s and 1980s.
Kathleen Hall Jamieson, President of the Annenberg Public Policy Center, and a working group of bipartisan former campaign advisers have developed a list of suggestions to fix what they believe is a flawed debate format. You can read the full report here: www.annenbergpublicpolicycente...

    chloedancer I agree. I understand why they're going for entertainment, but this isn't about obtaining an entertainment gig this is about getting elected to the most important job in the world, it shouldn't be entertainment and yet it caters to people who only read headlines and get their news from Facebook.

    chloedancer My community college had a showing of the debate in campus. The most disgusting thing was one of the debaters saying some phrase to clearly pander to someone, and in my campus, in front of the projector screen, some people would APPLAUD, loud and annoying. Yes, we all know more students should graduate without debt, you clapping isn't going to make it happen, or people realize it's important, they are only trying to get you to nod your head at home. I wanted to say that out loud, but the place was clearly filled with the same idiots these debates are for, so I simply left in shame that I was dragged in as well.

    Yes, but debates are more interesting when its a real conversation. It's harder to ignore a question if you have to answer it directly than if the other candidate still has 2min left to speak and ends with a different question.

    Daniel Gehring My intention was not to make it sound like I wanted it to be entertaining (as it is now) but interesting in the way that actual important topics would be discussed in a proper manner. I think that just muting the mike wouldn't change the debate enough. Even though it most probably would bring on improvements.

    ***** You're right, I misspoke. The point I wanted to get in was that a debate is designed specifically to give each party as much time as they need to respond fully without needing to fear interruption like one might get from a more conversational tone; cutting the mike probably would not answer the bigger problems with the PUSA debates, as you say, but it would legitimize them as an actual debating forum.

    Daniel Gehring Maybe the best option would be to have different segments. Some where each participant have a limited non-interupted time to speak and some where they can interrupt, chess clock like.

    In the UK we have prime ministerial debates but the audience has to keep silent. It makes much more sense that way, otherwise it just feels like you're watching a football and it becomes a contest of who can play to the audience and get the most cheers rather than who can provide the most substantive answer.

    I think it's symbolic more than anything, as they're supposed to be debating in front of the electorate, not just a faceless TV camera. Also in the UK the audience have the opportunity to ask some questions.

    Definitely, one of the biggest issues that modern politics has is how news channel are trying to double it as entertainment. They want Donald Trump and Hillary Clinton to say dumb or ridiculous stuff, so they can splice them up into small videos and share them online and get add revenue from all the people who didn't watch it on TV.

    Or just have a moderator with the balls to actually call them on their interruptions and going over time. Give the moderator the ability to shut off their mics if they don't follow the rules.

    If they go overtime then it can be fixed by giving more time to other candidate. I think it's more annoying when the moderator interrupts in an effort to punctiliously enforces the time limits. I do, however, think the moderator should be able to shut off mics when someone keep interrupting.

    ***** They're not doing this for charity or something, it's all about the money. Even if they didn't make one cent on the debates themselves, having record breaking numbers of people watching your channel helps them negotiating higher cost for ads in the future because the channel becomes more relevant to target groups.

    Yeah, that's what I though. They could also cut off the sound when the candidate goes over their 2 minutes, so the audience can't hear it, and rendering their ramblings useless.

    It's easy; Give each debater a chance to speak, being harsh with time constraints, and *KEEP THE OTHER DEBATER'S MIC OFF* until the first debater is finished. If the other debater has an interjection, they may press a button which will signal the moderator and guarantee them time to speak, but these interjections are limited to 3 to avoid beating dead horses.

    And make sure the moderators shut up and quit interrupting the candidates. No one wants to hear the moderators. You can listen to them any day on whatever networks they work for. If the candidates come across as immature children or are constantly lying, spinning and avoiding the question, the viewers/voters are smart enough to make their own choices.

    Americans always seem to forget this, but its not like the democrats and the republicans are each repersenting a half of the general population. They are both essentially factions each repersenting different groups of the wealthy business owners, and its always been this way since our nation's conception. America has never been focused on the interest of people directly, we simply choose our aristocracy in hope that it results in a good outcome for everyone.

    have been ever since league of women voters stopped organizing them. Which is not surprising, since the debates are not organized by an independent third party, like league of women voters. Instead it is organized by not independent bipartisan committee on presidential debates. bipartisan meaning representing the interests of the two big parties and not the voters. there is a huge mislabeling in USA in, that bipartisan is considered to mean objective or neutral or in the interest of all citizens. This is not remotely true. bipartisan means exactly what it says, in the interest of two parties. not in the interest of the people, independents, third parties or objectivity. if the objective view or point would be against the interest of both big parties, it is subverted by bipartisan entities. Perfect example being The committee on presidential debates placing ridiculously high barriers on third parties to participate in the debates since third parties participating is clearly against the interest of both Republicans and Democrats. where did the 15 come from? from the fact that the highest independent had 12% support in the latest poll, so 15 was the closest higher nice round number. should someone get 15%, they will just rise the limit to 20% or selectively choose which polls to use to get the average low enough.

    Let me introduce you to Gary Johnson--a former Republican governor of a traditionally Democrat state that has since become Libertarian. If that's not enough of a moderate third-party candidate, I don't think anything could sway you.

    nope, Spain. The live audience here is chosen, about 50 people, always sat. They are chosen just so there's an equal number of men and women, old and young and all from different status.

    Excellent video. Debates aren't much better in the UK either, all of the same: talking over each other, playing to the audience, trying to create sound bites etc. Politics needs to just grow up in some respects.

    they weren't made into reality tv with cheering audience that's why they were obviously great. they preferred kennedy cos he looked confident, presidential and remained calm while Nixon was extremely sweaty and nervous. nothing really to do with vanity just how they both presented themselves. it was about politics too.... whereas todays is just about point scoring...

    In my city, we had a debate with the candidates to the municipal election take place in a school. The questions were chosen from suggestions made in the school's Facebook page, and the moderators (all teachers) had time to complement questions and force the candidates back to topic. even though it was not made in a chess clock system, it was very good and very clarifying.

    1. This is great I agree 100% to this video. 2. This video is too late should have been before the debates (except if Vox had published a different video with similar recommendations in that case disregard this) 3. Most importantly. How to make this beneficial to somebody who has the power to change that? And of course who has the power to change that? The candidates? If so there should be two intellectuals running for president... Maybe there are other options? 4. I live in Lithuania and we had our independence for 20 years and we do have audience in our debates, but its 10 people per debater (up to 50 total) and if they react twice during the debating they get kicked out. Moderators are professional journalists who use questions and topics provided by experts of their fields. To show what do I mean professional I could show 3 or 5 clips in our last elections if they were was an English version where candidate gets creamed by the moderator asking to follow up or provide proof in numbers. Trust me it was as satisfying to watch as stand up comedy. And I am barging because I very proud however I fully realize that we just haven't had the time to screw this up yet :)

    Yes but the problem with that is that nobody will hear the other candidate being rude. The public needs to get a picture of a candidate's personality and if we turn off the mic you wouldn't be able to see if they have good manners or an acceptable temperament.

    That's not too big of a deal: a candidate trying to interrupt in that situation would still be heard through the other candidate's microphone, just not very well. Also, you'd still see them trying to speak.

    There could be a rule that each hit of the button must be followed by at least 5 seconds of response during which neither button is active to switch the clock. That should be enough time to complete a sentence. The reason that they wouldn't do it, is because unless they have something keen to say, then they're wasting the time they have to say valuable stuff toward getting themselves elected. The chess clock is a count down timer. So they would each have exactly equal time to say their part.

    At the very least, the microphones can be linked to the chess clock so that only one voice can be heard at a time. There would also need to be a minimum time (as +danielvincentkelley suggests) It's an interesting question how any such rules could nevertheless be exploited to gain unfair advantage; I guess at best it would remain an arms race. Perhaps the moderator could override in egregious cases of abuse, like a referee.

    The chess clock model means only one person will be able to get the last word in on a topic- so the one who uses their time to keep cutting in will run out of time, giving the other person the last word without interruption.

    +JustinBobcat : hitting the button to interrupt the other candidate uses their own time clock, so there's still a cost: the more time you use to interrupt the other candidate, the less you have to respond to the main topics yourself. This of course assumes that mics would in fact be muted when a debater's off the clock.

    awesome video vox. I feel that Trump and Kaine in a lesser sense had no real accountability to truly back up their interruptions. All they had to do was cut in and then there was doubt in the viewers minds. I believe there should be a time when the other candidates mic is simply off and they can't interrupt each other. Then the other time can be in the chess format where they have the ability to respond, yet not be interrupted.

    This is why I agree that a judge or a former judge would be a good moderator. Especially if given a gavel, they have to pay attention to the details and and they can stop the candidates when they start interruting and getting off topic
