This actually is true for the Tenderloin area and some of the San Francisco bridge lookout points, but Fisherman's Wharf was packed with tourists. During my 3-day trip, I didn't face any issues. However, I did notice a few homeless people around Fisherman's Wharf, some of them shouting or talking to themselves. [Always be aware of your surroundings and avoid leaving your belongings in a rental car]
