The new phantom thief xon if you have him. All you need from 2b is mirage on turn 2, machine killer for the party, and damage. You could easily just use Sylvie for mirage on turn 2, skip mirage on turns 3/4 because of her mitigation skill (or gear your units with evasion) and then you just need machine killer which xon provides.

Well, 130 is only available for NV+ units. So first you have acquire one of those, then awaken them to nv+ and then you can go to 130. Otherwise nv units are capped at 120. You can give both emperor gigantuars to give them the +10
