It's okay, you can buy the belt -- it's all you need.
The red thread is for the glovebox. Since the glovebox is opened with a button, if the car has no power, you can pull the red thread to open glovebox

Are you sure it's not a release for the bonnet (hood), bud? A 12" string for the glove box doesn't sound very practical to me; especially when there's an "open" button on the dashboard; right next to the glove box(?). I seem to remember something about the bonnet having 2 latches and that you have to open the bonnet from both sides(?) but I may be getting my cars mixed-up so I'm not absolutely sure about that. Footnote: I see that others also say it's for the glove box so it looks like you ARE correct bud. I still think it's a goofy feature though - especially for Ferrari, who are all about being practical(?). Manual seats but electronic glove box switch? Huh?! :-)

DO NOT go to Ebay other cheap ass outlets as you are just getting a fake....albeit a well made fake. but fake nonethe less. I have two currently.....the first was $1200 from Hermes FiDi in NYC, the second was on Madison Avenue and was $950 buckle only, another $450 for the belt itself.
