ok here's what I understand abt the recent uncertainty of the raya date, actually nothing has changed in terms of our method. There are 2 ways to decide, first we must look for anak bulan. If we cannot see the anak bulan on the 29th, we will resort to complete our fast for the whole 30 days. So what has happened consistently for many years before is that we can't see the anak bulan due to our monsoon weather etc, so it has always been an easy prediction that we will complete the whole 30 days. Until last year when we start to be able to see it earlier. So your uncle's theory, is not that far fetched but if we can see it earlier now, probably not a budget cut but a budget increase hahahaha lol.
