Technically it's 3rd skill if you go by the progression of Karush's skill tree (death from above > shard master > heavy takedown). It's 2nd if you just start from top left though. Anyway, yes this skill is available on Survivor mode. All skills from Karush are. Killing that heavy at that point is a bit risky because there's another heavy higher on the hill, sitting by a fire, and he could spot Takkar sometimes. Especially during day when he's not just sitting but walking.
