In the UK, these things are very common and not looked down upon, like in the United States. Social smoking is common and is not looked down on I just quit smoking after 30 years. In reality tons of people smoke especially when drinking and it's socially accepted. Also people drink underage constantly. I didn't know anyone that refused a drink before 18 years old when I was growing up, I couldn't imagine waiting til 21.

He found out real quick that shit doesn't fly in America when he was sent back. Also, other countries can't enforce their laws in a different country. They can try, but they will get in legal trouble just like the Chinese did recently in the US, where they attempted to monitor Chinese citizens in California from their branch in NY. Basically there is a reason for the saying, "When in Rome do as the Romans do" exists. Laws are only enforceable by a sovereign that currently has an individual in custody.
