Saiki is the strongest there. As I said in the video, without his glasses, he can just look Naruto in the eyes, and Naruto turns to stone for a day, and he can kill him in stone form. Also, without his limiter, just by turning his head, he can destroy things in that direction (I don't know how long his radius is since it doesn't say). And he can destroy an island with his limiters 😊
