    Hanlon is a ranger first, NCR second, and it shows. He's smart, thoughtful and eloquent, unlike the NCR cronies.

    Funny you mention that. Because according to the Fallout Wiki, Graham’s S.P.E.C.I.A.L stats are set with 10 Endurance. So I guess the developers did put the most points into his endurance 😆

    I wouldn’t say I dislike ncr. Ncr in my opinion is just the epitome of good people, bad leaders. Everywhere you go as the courier in ncr territory seems to just be terrible, not because of the people there, but because of general Oliver, Kimball, and all the other politicians back in California. Chief Hanlon is the best ncr character just because he’s so fucking done with their shit lmao

    It's even worse when you consider that General Oliver is deliberately going about the Mojave campaign in the shittiest way possible just because he got upset over Hanlon receiving the credit for winning the first battle of Hoover Dam. It's no wonder Hanlon ends up leading a political campaign against the NCR's imperialist leadership if they lose the 2nd battle of Hoover Dam.

    "good" people, they are just people, they are only good to you if it benefits them, they are not morally pure in any manner, and above little. Oh sure they don't crucify captures like the legion, they just "interogate" them until they are bloody and broken if need be. Sure they don't enslave people, they just enslave them to their government and taxes and will throw them in chains if they cant pay for their invaders taxes, for their war machine to conquer more and more of what was already settled by force, as they please. They may not be as "cruel as the legion" in many ways but the overall goal is the same, to crush and conquer all who stand between them and what they want.

    I would say they're not entirely evil but the leaders of organization are the weakness of NCR like General Oliver and President Kimball these guys are incompetent completely but then we have people like Chief Hanlon, Colonel Hsu and Ambassador Crocker these guys deserve respected position but they're not given. It actually shows truth in the end just like real world even if you're millions times better nepotism will rule you out

    ​@@NathanMadden98 Chief Hanlon only mention Baja as another military campaign that Kimball sending the Veteran Ranger down there. While if Chief Hanlon alive in the NCR victory the ending slide show mention he retire in his home at Redding.

Caesar is right in everything about the ncr, if they stuck to a hereditary monarchy their situation would be much better, instead they went for a corrupt democracy that overstretches its own capabilities for power and greed
