You will get this, only if you first start Tenpenny Tower quest, and help ghouls to kill everyone in Tenpenny Tower. Then go to Megaton, and start The Power of the Atom quest, by speaking to Mr. Burke in Moriarty's Saloon.

I love how Roy is trying to act tough, but you can hear his fear of Burke in his voice.
Roy wants Megaton blown up, yet if you blow up Megaton you get negative karma, but if you kill Roy you get negative karma....seriously?

TheAtheistAussie yeah Tenpenny is actually the lesser of the two evils. Roy Phillips can’t be reasoned with and will kill everyone in the tower regardless

Just an Average Human yeah, it’s lame because most of the residents are fine with the ghouls living with them but Roy has everybody killed.

@@bozotheclown666 I actually kind of liked that. It goes against traditional video game logic and against the wishes of an ever curious player. The only good option in the Tenpenny Tower quest is to just walk away, and not get involved. Nobody dies, nobody gets hurt. However, that is decidedly unsatisfying for the player. A true sacrifice on behalf of the player's part to leave a job unfinished.

@SinistroModz yup, they butcher the humans anyway and dump their bodies in the basement. That's actually the most evil option, because you end up saving only the worst humans by getting them out in time, leaving the good ones to die.

I love Burke so much, just the way he talks. So evil but so smart at the same time..
Mr. Burke's "Lucien LaChance" was really showing.
To be fair tennpenny had that shit coming I walk in on him shooting his snipe like a lunatic and when I ask him what he's shooting at he points it at me and says "whatever I want"
Roy is just as evil as Tenpenny and Burke (actually, I think he's even worse), and yet killing him gives you bad karma. Bethesda messed up there, if you ask me.
Played this game 5 times now and still can't bring myself to blow it up.

I can take little comfort in shooting mini-nukes of my tenpenny tower balcony.. as I dwell on what I did.... getting torn apart by the guilt... slowly...... 'till one day.. I just... can't....

I blow Megaton up every other playthrough. The Tenpenny home is a lot less cramped than the Megaton one, despite being more annoying to get to (a trip through the lobby and up the elevator)

I prefer the megaton home as I can fast travel to the doorstep and dump my loot without having to open the gates then pass though 2 doors and an elevator.
Remember Burke's elation at finally meeting someone who might be up to helping him, back in Megaton? All those hours he must have sat in that dirty, miserable bar, listening to idle banter and a broken radio. He never budged though--he was set on his task. So yeah, he's dark. But he's also amongst the most interesting characters in the game, despite being, in the large scope of things, a very minor figure.
Bethesda sure does add much of the detail into the world. Watch how the glass falls off the table after the blast.

This comment has engraved itself in my memory. I remember reading it 12 years ago when I was a kid.
I always thought Burke just wormed himself into Roy's employment, I didn't know he's scared shitless of Burke.
Holy shit this is a specific set of parameters to follow, had no idea it was in the game. After 400 odd hours I thought I had seen it all
Gotta admit, that explosion looks so much better than the Fallout 4 explosion.

Meh, they both look good in my opinion.
Truer words were never spoken. Burke is a breed apart, one of the last old-school badasses. If he were any cooler, he'd give you frostbite by standing too close.
The guy who does Mr. Burke's voice is Wes Johnson. He also provides voices for all super mutants (including Fawkes and Uncle Leo), sentry bots, protectrons, and even Scribe Bigsley in Broken Steel. In Oblivion, he did voices for Lucien Lachance, Gray Fox, the Arena announcer, Sheogorath, and the default voice for all Imperial males. He's also a PA announcer and has been featured on MTV Cribs. Search for "Wes Johnson's Crib" to see the segment on KZread.
I guess we finally got our own phrase for a vault door. "What is the color of sky". "It is so f*cking damn bright, brother".

the bomb left the crater that was the original settlement, when the settlers decided to build the walls, they found help in the members of the church of atom, who would not have been very helpful if they had moved the bomb as they worshiped it. removing the bomb would remove a lot of manpower from working on the walls, both with taking people to move the bomb, and with losing the church of atom's support. in time everyone just got used to the bomb being there, it never hurt anyone, and they didn't expect anyone to have the know-how to be able to blow it up.

considering the state of the world the place you get in megaton for disarming the bomb is kind of cool.
Only "good" ending for ending for Tenpenny Tower is killing Roy Phillips. Even if the ghouls do win and you're cool with that,they kill all the guards and don't replace them so Tenpenny Tower is defensless and gets raided and people(ghouls) die ):

Tenpenny to me is a classic lonely rich guy. Not razor sharp in the intellectual department, but a classy and interesting fellow nevertheless. I was surprised at how he greeted me, especially after his stuffy guard made him out to be a very snobbish guy. Burke on the other hand seems really into the idea. He loses his composure a bit after the nuke goes off. It seems to be a thing of significant importance, and an emotional trip for him. A very interesting character indeed, this man.
So the only actual canon human & ghoul getting along outcome is one where the two biggest A-holes become bffs. Figures.
Shows that Roy Phillips is actually no better than the people he goes against.

I can never understand why anyone would want to explode the nuke at Megaton any time before nightfall, because you will never get the full effect all the while the sun is up, around 11pm-12am is a perfect time IMHO.
Roy really is as bad as Tennpenny when you find out he's capable of letting things like this happen.
Mister Burke is just amazing... how could I ever have missed this amazing scene? I hope there's a 'Mister Burke' in the next Fallout as well!

Actually what ends up happening if you negotiate for everyone to be able to live at tenpenny tower, the ghouls will still take it over and put all the bodies in the basement.

Just a correction: it wasn't MTV, but was shot like MTV Cribs. XD Wes Johnson is a great voice actor. I recognized the similarities between Mr. Burke and Lucien Lachance, but didn't realize he did the other voices until I read his profile on Fallout Wikia.

@GuysThatsBlue the reson why mr burke reminds you of Oblivion is that the vioce actor for mr burke also was the vioce actor for Lucien Lachance and the guards in Oblivion :P
Wow I've played this game hundreds of hours, and never saw this conclusion of the quest. I always just kill Roy Phillips, because he's an asshole. I only found that you can end the quest this way with Phillips by reading the fallout wiki.
Fuck Me BURK actually looks like the good guy after what roy did to all the residents.

You know that door behind the Tedpenny tower? It's a stairway leading down then there's a door but I don't have the keys.
Thought i knew the full trajectory of these 2 characters in this game. Never knew they could interact and have a conversation.
Burke is such an evil badass, he's probably my favorite NPC in the game.
When the two biggest bullies in school team up and become kingpins out of their mutual distaste of everyone else.
Roy: "How are you?" Mr. Burke: "I'm afraid I can't stop and chit-chat..." *megaton explodes* Lol, that was perfect timing. :-P Thanks for posting this, I ended up helping the ghouls kill all of the human residents for the ghoul mask the first time around, I think I'll try this method with my evil storyline.

I can confirm that this is what happens as I've gone that route with that quest before and indeed, this is what happens.
Because, as mentioned in the info to the right of the video, he did the mission involving killing everyone in tennypenny so Roy and his ghoul friends could live there first before doing the bomb quest...
He's in his suite. Or at least he was when I did the quest. It was hard to find him though. But he's there, dead as can be.
@JasonDeRipper Go south of megaton... its the very humongous and tall tower which you can see from miles away, impossible to miss.
@RangoeRage yea, after a few in-game days the humans will disappear cuz apparently they didn't get along and the ghouls killed them all
once you start the game get out of the vault go to miorortiys saloon for the first time and at a certain time of day he will be sitting in a chair he looks like that go talk to him aggree and arm the bomb dont disarm so raise your explosive skill then meet him at tenpenny tower were it tells you to go talk to him after making way to top detonate and thee giant tenpenny suit is yours but that cost extra
I've never done it that way. Now I know (in my game) why everyone in Tenpenny was killed except Burke. Next time around I'll certainly do it that way :-)
although i think the ghouls are cool i really LOVE the stuck up and posh feeling of "smoothskin" tenpenny tower
if you defuse the bomb you get the megaton house instead. they're basically the same though, so it doesnt matter
@Lucaz99 For one thing, Tenpenny wanted Burke to convince Megaton's residents to move to a new home before destroying the town; Burke just couldn't be bothered. For another, Roy seems happy that Burke is about to destroy it and kill everyone. He also killed everyone in Tenpenny Towers even though they'd agreed to let the Ghouls move in. Don't tell me you think Roy is any better than those two.
@MrMastermuzik Well, before talking to Lucas about diffusing the bomb, first report Mr. Burke to him. Save often. There will be a couple of surprises.
No I'm talking about if you were able to negotiate all the humans to live there with the ghouls. The ghouls end up turning on the humans and take over the tower. I know because I have the strategy book.
And they all lived happily ever after.

i never saw burke and i finished it before i even went to explore any houses the power of atom and now hes sending hitmen to kill me :| maybe i have seen him but how do i find him and put an end to this

Did you help him let the ferals in or help him get the ghouls into the tower the good karma way? Because I convinced the the people at tenpenny tower to allow the ghouls to live there and everything worked out fine for a while then I went back one time and Roy had killed all of his human neighbors, including dashwood. I was pissed, i thought i found a way to get good karma, get the ghoul mask and leave the quest to reunite dashwood and argyle open for me to do later.
Do you only get the Tenpenny suite if you blow up Megaton? Cus i went good way first and couldn't get the key to the suite please reply to my question

You're right about Roy Philips. The first time I played this quest, I thought of Gob and Charon and the Underworld ghouls and I wanted to get a peaceful solution. Most of the residents were fine with the Ghouls and as for Herbert Daring and Argyle...well need I say more? Roy Philips was the bigot by slinging all "smoothskin" humans into one box and treating them like dirt. I wish that I could have just got his 2 friends into the tower and left him out in the Wastes!!

If side with Roy but still blow up Megaton for Burke, do you still get the suite in Tenpenny tower? Or is that chance ruined?
I know. Worst of all is that after this happens she is still alive. Shaving her mustache in Underworld.
The occasional survivor tries to kill you, evil characters like you more, and Moira gets turned into a ghoul and moves to Underworld but is still just as cheery as ever.
oh ghoul mask is for bonus part of the side quest too huh
@braxx02 the only way they'll attack you is if you attacked somebody. but you can usually go some where else rest for about 24 hours go back and they'll stop attacking you. i attacked them and left town for 24 hours and came back.
I know the evil way would to kill Roy Philips. whats the good karma way? letting the ghouls attack or have both humans and ghouls live together?
mr. burke is pretty bad ass if it takes a huge nuclear explosion for him to lighten up to ghouls...
You get a ghouls mask from Roy Phillips. If you wear it, the ghouls doesn't attack yo.
