    I can walk but at times I use a wheelchair because I have MS and get tired. Faking a service dog is not like using a wheelchair at times and walking at times.

    @@isabellaherb2216 I understand that. I have had my own encounters with fake service dogs over the years. It is like using medical equipment when you have no disability, as service animals are medical equipment. Fake esa are just as bad as fake service dogs.

    I am a guide dog puppy trainer and this is a huge problem. With my service dog in training people with fake service dogs bark and growl in stores. It’s outrageous and not to mention how inconsiderate the owners are. People try to purposely distract my dog by making different noises and exited movements.

    Heidi Willard growling is still not allowed as it is an aggression signal. And my own service dog is trained to bark one time when we are in a dark space and she first notices a person I might not have noticed. She does not bark at other dogs, she is silenced after one signal bark during the proper circumstances (not a grocery store), and if she does bark in inappropriate places/times we leave in order to enforce that if she behaves poorly she loses public privileges. Barking at other dogs, growling at ANYTHING, snapping, lunging. Those are all completely unacceptable behaviors and show a “handler” has zero actual control over their dog. Thusly making it a fake service dog.

    Lynxxheart you can judge what's what all you want but that does not make you correct unless you have the kind of facts to back it up. In other words PROOF that a dog has not been trained to perform tasks for a disabled person is the only thing that would show they are fake! What you described that alone does NOT make a service dog a fake! A service dog has to be trained to perform the tasks necessary for their disabled owner. They do not have to be trained to not bark. Now to get in public places they do have to behave while there or they can be kicked out. A person hard of hearing trains their dogs to bark when their owners need to be aware of something they can not hear. But that's not the point the point is you can have either a service dog that behaves or a service dog that doesn't behave. If it does not behave that alone does NOT make it a fake service dog! A growling service dog should never be taken out in pubic but growling alone does not mean it's a fake service dog!

    Lucia Brown - There are two parts to this problem, both of which are wreaking havoc for legitimate service dogs and their handlers. Problem 1 - People claiming to have a service dog which are clearly not. Service dogs in Canada, and I presume the rest of the world, are trained by accredited organizations and trainers to perform specific tasks for people with disabilities, such as seeing eye dogs, mobility assistance, retrieving, alerting etc... These fake service dogs are a bit easier to deal with then problem 2 because it's a bit more cut and dry. Problem 2 - Emotional support "animals" which is a vague term which is not regulated in any way whatsoever. These animals are pets which people assert they need to have with them all the time to deal with a plethora of mental health issues. I wouldn't have an issue with this if these animals (which I don't think a duck, or a pig or a goat should qualify) were somehow trained and tested to a standard which deems them temperamentally fit to be in public spaces. One of my dogs is a certified and therapy dog who works in a children's hospital and nursing homes. It was a very involved process to have my dog certified which required hundreds of hours of training and he had to pass multiple tests to ensure that he was temperamentally sound. It is an ongoing certification where I have to have him retested every two years and submit work reports and vet verifications that the dog is in to health. He also needs to be impeccably groomed before he goes to work (he is a Bernese/Aussie Shepherd cross so this is a fair amount of work). Not every dog is cut out for service work. My other dog, is a big, lovely mutt. He is the sweetest dog but he doesn't have the attention span or rock solid confidence my other dog does. That is just the way he is. No less a dog, but just not fit for service. I have flown with both of my dogs and they travel in crates in storage. They aren't service dogs and although I could easily pass my therapy dog off as a service or emotional support dog I would never do it. At the end of the day I am pretty grateful I am fortunate enough to not require a service dog, so I want to make those people living with a disability as hassle free as possible.

    Service animals are not the same as emotional support animals - the two are VERY different things, as you noted in the segment. Yet you use the terms interchangeably without defining the differences between the two. That coupled with titling this piece "Fake Service Pets" is misleading.

    These people passing off their pets as support or service animals angers me to no end. I have Epilepsy that is very agressive. I found a wonderful dog to train as my service dog ONLY AFTER my doctor wrote documentation that states the medical benefit for a service dog. Although I did register my dog on line and was not asked to provide supporting medical documentation, my dog is being properly trained with a skilled trainer. Since my dog is only 4 months old and obviously in the beginning phase of training, I only take him where dogs (all dogs) are welcome, as not to upset individuals whose service dogs are skilled. In my state, one does not have to register their service or emotional support animal, nor do they have to don any vest or tags. I think that this whole fake support animal issue is terrible, but without stricter legislation, it will continue to be a big problem for those of us who have a genuine medical need.

I just wish that those trying to pass off a fake service dog were penalized for their hurtful actions. And agreed, I would never show anyone my medical documentation. Be well.

    Thank you for letting me know this..I dont have a service but just a regular dog but i love my dog so now i can lie to all restaurants and everywhere else i go. No Document needed...cool and knowing that they can only ask me only 2 questions..its all lies Lol. well thank you so much main street Boxer. I can stop leaving my dog here at home.

    It's so ridiculous that this has been allowed to go on for so long. It needs strict regulation and forced compliance. They should be required to have government issued ids, just like driver licenses. Its not fair to those handlers who truly need their service pets with them at all times to have to contend with all the jerks and their fake service pets.

    Monarch Serenity I back it. Too many people claim to have ridiculous disabilies and take crazy animals around with them. A few weeks ago on my job, a few guys had snakes with them holding them and i refused to ring them up (because of my fear of snakes) and I think one of guys said it was for his anxiety! I told my supervisor he would have to service them. This was at a Walmart.

    What about the people who owner train their service animals? I have epilepsy to where I black out/space out/ unresponsive Forget a lot of things Its I'm fair for owner trained SDs

    It's sad that because of people taking advantage, people who are dependent legitimately on a service dog get harassed and mistreated. The longer this goes on the more harm will be done for people who rely on their service dog. It takes a very long time and a lot of dedication and money to train a service dog. Getting a legitimate service dog is a long process and because of their specific training these dogs are very expensive. Their not just a puppy you picked up at the pound and put a service animal vest on. I own 4 dogs 2 very large and 2 small ones. My husband and I never travel by Air together because of this. The decision to adopt or buy a dog or any other pet should be made knowing that you are getting an animal that needs care and that because of that your life will change. Getting a dog is a long-term commitment. For people with disabilities their service animal is an important part of their independence. People who just buy a service animal vest so they can take them to the store or fly with them for free. Are acting extremely selfish and irresponsibly service animals are trained not to pay attention to anything but their owners, they are trained not to do their business in the store, train, bus, plane etc. My husband and I travel together with our animals only with our travel trailer. This is the commitment we made when we got our furry babies.

    _-Sky-_ RANDOM ESA don't have to be trained and in USA are not allowed to enter "no pet" places but their owners usually need to have a certification from their doctors that explaines why its needed. Service dogs are always very well trained for public access and particular tasks and are allowed everywhere while you don't have to give any proof or certification, having one of those is actually a proof that's a fake SD.

    Iris Rainbow You are wrong you don’t need anything from a doctor that says why you need a emotional support animal. I can go online and register my 8 foot snake and take him any place. I can be sitting next to someone that is afraid of them and they can’t say poop. That is the problem not the service animals but the emotional support animal.

    froglick28 I said that emotional support animals USUALLY need a doctor certification because that's what I heard its needed if you for example want to move in an appartament where pets are not allowed. I'm also well aware of the fact that there are FAKE web sites where you can register your dog as an SD/ESA. I never said SD are the problem, they simply can't be because of their training.

    The problem is store owners and managers don't know their rights. If an animal is out of control you are allowed to ask the handler to make other accommodations for the animal then you can continue your business with us. This is not rocket science and the reason there are not a lot of laws about license and things is because people with disabilities don't usually have a lot of money to pay for anything. Everyone and their mother is trying to get money from people with dissablities.

    As it stands the ADA, Americans with Disabilities Act does not require any form of indentifiers like a harness, special collar-leash combos, or tags for service dogs. The ADA does not require professional training as long as the owner/trainer is capable of training the dog on his or her own. You still have to adhere to the requirements of the dog having excellent basic obedience and social skills an must alert to the handlers condition and/or be trained to do a minimum of three tasks in order to be labeled as a service dog. Most pet dog owners do not train their dogs in excellent basic obedience let alone train even ok basic obedience.

    Emotional Support animals are not covered by the ADA so if airlines are giving them the same rights as a Service animal then that is their fault.

    She has a great idea. Service animals should be required to have a legitimate state or federal photo id to prove they are what they say they are. It would solve a lot of problems.

    I’m a service dog handler and there was two times I had to stop a whole flight from the US because some lady’s tiny bark machine was endangering my legitimate service dog. It’s outrageous

    Pets are allowed on planes. If your dog can't handle that, you need to retrain it. The idea that you stopped an entire flight, and impacted all those people is outrageous. I guess you are the human equivalent of a tiny bark machine.

    ESA isn't a service animal though I would know I have a Service dog an ESA is just considered a pet and any pet can make you feel good so...

    this lady wants the burden put on disabled people.. that isn't the solution.. especially for owner trained dogs... she is blind and has a dog that is top of it's class... sure she could handle a registration and what not.. probably raised 30k or more for her dog... it will be huge problem for owner trainers with little money... or ability to transport their dogs, plus you do not have to have a licesne to use a wheel cair or anything else, so neither should us SD handlers... put the burden on the fakers!

    Keenan White emotional support dogs are needed in public places depending on the owners disability. Anxiety or depression. People like me and many others have panic attacks that are painful unless you have someone by your side but I have not gotten an emotional support animal yet but they do the same work as a service dog and shouldn’t be distracted in any cases. I have PTSD From pass domestic abuse in my family when I was young when ever that comes up I start scratching myself and it becomes very hard to breath along with a heavy chest weight

    Hello It's Jello that would be a service dog then, not an emotional support dog. I have panic attacks, as well as extreme anxiety. My dog will help calm manic moments or lead me to a more calm and safe area away from the problem. He is a service dog, NOT and emotional support dog. Emotional support animals do not need to preform a special task for someone other then comfort. If you need a dog to preform a task, then it is a service dog which is allowed in public places, not an emotional support animal.

    A "emotional support dog" is only a fancy name for a pet. I have two dogs and when I´m stressed or sad I like to play with them till I´m relaxed. But they are not trained, they didn´t do any "job" as a service dog that know exactly what to do to help is owner. The dog that the girl in the video has probably would run away if she let the lease go by accident, as all non trained couch potato dogs do.

    Hello It's Jello ESA dogs are not allowed in public places. They ARE however allowed on planes due to the high stress situation. Severe cases of anxiety get service dogs. These are differentiated by the dog being able to perform a task (SD) or just being there for comfort (ESA). Doctors differentiate which you need.

    I feel like people forget about service mini horses. And since people think they can just bring any animal as a service or ESA SMH's probably get a bad rap. Now i have never seen one but they do exist and are very important. Allergies are not an excuse to not allow an service animal on a plane.

    3:12 But what about owner trained service dogs? Or psychiatric service dogs? Making dogs have ID's seems like a good idea at first, but it would make it harder for owner trained/ PSD's to get an ID. PSD's are trained differently for every team, so how are they going to make guidelines to tell if it is an SD or not and give the team an ID?

    People do confuse emotional support with a service animal. And they think emotional support gives them same privileges as service animals. There is a lot of false info out there about the two. And there is no registration for them. That is what makes it so easy to just fake it. Cause they are only allowed to ask two questions. They don’t even have to wear vests... I think ID cards would be handy, That way not everyone could acquire it.

    Service animals are NOT pets. There are ONLY service dogs and service miniature horses. ESA animals are NOT service animals. Faking a service animal is illegal and can be dangerous for the real service animals. Fake service dogs for example can not only harm the owner but for the service dog. There have been way too many times where somebody brings their pet dog saying its a service dog and the dog harms or scares the service dog to the point of making the real service dog can often make it dog ractive wich makes it unable to do its job in public.

    Citygirl Lbrand But you can stay with him if you want. In my country, all i know is you can stay with that animal. Pets are not just "part of the family", you have to take care of him too. When you take care, the animal is a pet too.

    @Maria Eduarda R A Silva, no. Service animals are service animals not pets! Service dogs are medical equipment under the law pets are not. Even when off duty service animals still alert and respond to their owners disability.

    I have a legitimate service dog and it's so fucking frustrating when people are like "ohhhh my gawd I have *dramatic breathing* problems so uh my dog fluffy is gonna call me with mee" Like no bitch fluffy isn't coming

    I have a service dog that I trained to alert when my heart fails and my defibrillator goes off. I can’t take her with me because I am picked on by people that doesn’t want animals around at all

    It could also stop the possibility of animals transporting devises for terriorist on planes if the became stricter if one takes a moment and thought about it. I do not think it will effect service animals who are licensed before a certain month and year now but a new re certification by medical professionals should be mandated. Those ledgitimatly would continue, those not , it will stop.

    In the US there is no registration nor certification for service animals, all the websites claiming to sell these are scams. For an Emotional Support Animal you need a doctors note.

    Little Mix Lover .....Thank you for letting me know. I thought I did it right but you proved me wrong. I thought that since it took me 5 or 6 weeks to get it, that it was ledgit. I am disabled and my specialist doctor recommended one. But if I can get what ever form it is from the doctor to sign, he would without issue as he signed every form I ever taken to him. Unfortunately now that these are considered fake, I feel as if I lied about my dog to the home owners association when I bought my new home. But the association seen the i.d. cards and let my dog in as service animal under and for medical reasons with having surgeries every 2 to 3 weeks on both feet. Thank you kindly for the valuble information. What is your recommendation if I may ask?

    Albino Red Eared Slider, I recommend not using the ID again, as you are making it (not saying you did it on purpose, you simply didn't know and I don't blame you) harder for the next service dog team that doesn't have an ID. You could ask your doctor for a note saying you need your SD 24/7 but that doesn't have any legal standing either. Also, your service dog isn't legally required to wear a vest/be labelled as a service animal, but many handlers choose to do so anyway to help the general public to understand that they're not allowed to pet the animal. Yes I did not know and I guess I am disgusted with paying 160 dollars for fake documents only to show without knowledge to the home owner association. I do not have a Instagram account or Facebook at the moment as my ex had caused to much drama and I am a drama free individual.     I have owner trained all of my service dogs and an id would make it extremely difficult for people like me who don't go through a program. People should be educating others, not trying to set more rules. The current people who fake service dogs don't care about the law and just want to have "fluffy" with them. Please just educate fakes can be prevented, majority of workers in stores don't know their legal rights when it comes to service dogs.

    I know ADA laws because I DO have a service dog, and all registries are fake and it just makes this problem worse because workers can’t kick you off they can only ask “is that a service dog” and “what tasked are it trained to do”

    Omg, when even the news station is wrong. ESA do have the right to fly in cabin with owner, and ESA’s HAVE to have a doctors note prescribing them to their owner as part of their treatment. They ONLY have Housing and Flying rights. ESA aren’t and will never be categorized as service animal as they do not provide a task to migrate their handlers disability such as Mobility, guiding, medical alert, medical response etc. Service animals provide a handler a counter for their disability or migrate it. This means the dog MUST be trained to do a task that lessens the severity of their handlers disability or helps them manage. A disability under ADA law states that in order to be considered disabled, your disability has to limit one or more major life activities such as eating, sleeping, walking, talking, seeing, hearing, thinking, concentrating. Etc. The dog also must be well behaved and under constant control of their animal, an establishment is legally allowed to remove the dog from the premises if the dog cannot be controlled by the handler, disrupts the establishment, or if the animal poses any kind of threat to the other patrons such as barking, snarling, lunging, pulling, jumping up on patrons, eating off the floor, sniffing or destroying merchandise, or not being House broken. Lastly according to the ADA their are two types of service animals; dogs and miniature horses; that’s it, no cats, fish, snake, or any other kind of animal besides those two.

    emotional support dogs by ADA law aren't allowed in public, also ESA's aren't trained to sniff out peanuts in food, actual service dogs are. We need the news to talk about this, to talk about the people who are abusing the law, but please do your research and know what you're talking about when you're saying it on the news.

    Only *service* animals should be permitted in public places like diners, shops, and planes. ESA's don't have the training, control, or restraint. Their handlers just register them so they can play a victim, avoid paying rent or for the plane tickets.

    Kingdomall Just remember, ESAs are not the same as service animals. Service animals spend years training to become service animals. Service animals perform tasks to help their owner. ESAs are just there to give emotional support. Emotional support is not considered a task under ADA law. Meaning ESAs have no public access rights. ESAs are only allowed to ride in the cabin of an airplane with their owner, and are allowed to live in no pet housing.

    In Australia an Emotional Support Dog, also known as a Therapy Dog has NONE of the rights of a Service Dog. I have a Therapy Dog, and he has to be registered with an approved therapy organisation AND have an ID. So I would imagine that a Service Dog would also have to be registered. But for me, there is no free doggy flights. (Actually, I think he would hate flying).

    Australian service animals ARE registered!, they also have their own public transport passes for travel. Therapy dogs are also slightly different this is an animal brought into nursing homes to interact with clients a whole group, not just one

    To add to the confusion the reporters both refer to emotional support animals and the guy at the desk even talked about cats and a duck. The ADA and Florida Statute 413.08 protect handlers of Service Dogs! Emotional Support is not recognized by either.

    Public literally loves when my dog “is well behaved” like they haven’t seen a legitimate service dog. OH WAIT MY TOWN FAKES THEM ALL THE TIME! I’ve even ran into one lady who didn’t label her dog but was on a harness and attached a flexi straight the harness. Didn’t correct the dog when It ran up to me and other shoppers. Also when I tried asking the first question. She blatantly ignored me and rolled her eyes. I took a photo to take to the health department. I’m planning to go soon.

    You might consider learning the laws better. The handler chooses what equipment, and there are no laws governing type. You also have NO right to question anyone. Only an employee can and you said you were a shopper. The behavior you describe was inappropriate, but you tell management and let them handle it. If they won’t, they defectors allow pets. The health department won’t get involved unless the store is violating code. There are much better ways to handle those situations.

No one has to answer your questions and not answering means absolutely nothing. If the person is disabled. The bar for harassment is lower, so you may find yourself in jail if you persist. The disabled person is still protected if their dog is not well trained. You are the worst kind of fake spotter who gives ALL handlers a bad name. You would also have to prove in court that the dog was a pet, and a picture will not do that. Just stop. You make people think all handlers are drama queens.

    Drives me nuts - we went through the process to take our pet cat with us across country. Carrier, paid the fees, etc. It was not cheap nor was it exactly easy. We got lucky because Delta has rules on the amount of animals on a plane and I would not have been happy had we gotten booted because of an emotional support pet not a service animal (which I would have been more than happy to be bumped by)

    I don't understand why I limit the service dogs on the flight when you can just leave out the fake ones based on what their actions. I mean I get it some fake service dogs can act like a real service dog, but that still there still ways to leave out the fake ones. As a fellow service dog handler people that own businesses or have a place that the public can come in should have to take a test on ADA service animal laws. As well as have them posted for their employees! Cause I don't know how many times I go into a store and get that one manager that thinks he knows it all harassing me causing me to have an episode cause they aren't educated!

    @Main Street Boxer That's the whole point, they are showing fake ID's and paperwork, so if we had official IDs it would stop them. Plus we wouldn't have to show them every time, only when asked. And again, it's easier/less stressful/less panic attack for ppl like me with PTSD to just simply hand them or have my sd hand them an official ID. The person scans it hands it back to dog or me and we're on our way, No harm done. It would be by discression/on request type thing.

    This is quite potentially animal cruelty. It would be overwhelming for the animal and an over-stimulating environment for it as well. I’m sure that for the pig, it was scared and that’s why it couldn’t stop squealing and then defecated on the seat. And what about the possibility of painful ear pressure? Do people ever think about that?

There are a bunch of ways it can help, maybe he/she will train their dog to put a paw or do something to show their anxiety is coming, maybe they can train it to help them with anxiety such as blocking people from trying to start conversations or something.

Here in Austria you can take your pets nearly everywhere in public, also in stores (except for food stores) except for museums, cinema etc. Everybody is fine with it and we don't make any drama whenever a goddamn dog is sitting in a restaurant or in the subway. I always go shopping with my normal dogs and nobody ever got offended by it. And again, it's completely legal here.

    A friend of mine has quite a few mental issues and she got a psychiatric service dog (PSD). For example, her dog can actually recognize whenever she's about to have an anxiety attack and then help her get through them. I'll be honest though, I don't know much about how to get one myself. I'd recommend finding a program that trains PSDs (Paws With A Cause, Paws for America, etc). That's the most I can tell you. :)

    You can get any dog that you want and train it to satisfy your needs, and that makes it your service dog. You do not have to register your dog, although I did, and you do not have to have your dog trained by any special agency or trainer if you do not want to. These are the federal laws that protect you as a person with a disability. Check out usdogregistry.org . This is the organization that I registered my dog with, but they have very good information that I think would help you out. I wish you the very best!

    Where I live if you have a service dog or even an emotional support animal you have to go to the health department and the health department will say yes you really need this animal or no you don't need this animal and through the health department they will say that this animal has been trained to be a service dog and it has the right requirements to go out in public it has been trained everything like that and they actually make sure you really truly need this animal versus going online to pay like $60 to register a fake animal

    7/30/18....My "companion"/rescued "pet"/lively & playful 9 1/2 yr old schnoodle (giant schnauzer/std poodle mix) is my best friend.....as well as MY PERSONAL SUPPORT PET! We're together almost 24/7/365 EXCEPT when I leave the house, she changes into her alternate "super hero" personna of "house sitter"...... I drove her 412 miles from our old GA home to our new FL home in 2013....which was her 1 & only long trip---in a car packed with our final load of belongings. She loves peopke & kids & other pets....She has a fenced yard & we arrange "play dates" with huge water bowl in the shade + bag of treats as playmatrs leave to go home. She goes to a professional kennel---with 24/7 care---the few times I have traveled since we moved here. I WOULD NEVER TAKE HER IN PUBLIC b/c she is not used to all the people/noise/strangeness.... besides she CAN'T stsy in the car b/c it's too hot most of the time. I DI NOT PRETEND THST SHE IS A SERVICE ANIMAL OR EVEN AN EMOTIONAL SUPPORT ANIMAL! We are both happy to be exactly what we are---a retired lady with a rescued schnoodle in our "forever" situation. Just sayin'.....

    Putting this issue on the news does not solve the issue. There are agencies that create laws around this topic that can be handled by lawfully.

    I dont mind any kind of pets on board but pls have a well mannered pet not one that behaves like that one kid that starts screaming for no reason. As far as I know emotional support animals dont have the same rights as service dogs. In my country you just need a special doctors agreement for a emotional support dog and then yoy just sign up online. I get people that want to have their pets with them, so do I but sadly most airlines dont allow well mannered dogsbut they do let disrespectful little kids on when their mums dont even give a shit about them. My dog behaved way better than a kid in a bus that rode 8 hrs.

    I lost my eyesight for 8 months and probably will be blind . I know for a fact I would not be able to produce a piece of paper because it was hard enough to tie my shoes.

    ESA's do not need training. Therefore if they are registered as ESA they can be any animal and do not need any kind of training. SERVICE animals on the other hand NEED to be trained and can only be a dog or a miniature horse.

    Actually not a lot of people know this, esa animals need to master the basic commands, sit,stay,down,no barking

    Emotional support animal for anxiety and peanut allergy? Really? I have panic disorder and a fear of flying. Can I get a dog that is "registered" as an emotional support animal too?

    There is no such thing as a service pet and no such thing as registration or certification.
