Ross Blue, He was saying that everything besides the final output would kill him, not the final output. The components on the bottom and left side of the table would kill you because the power going through them is low voltage, high current. High current will kill you and it will hurt the whole time you're dying. He's able to touch the final output because, in a transformer, the voltage multiplied by the current of the primary winding of a transformer equals the voltage multiplied by the current of the secondary winding of a transformer (Epri*Ipri = Esec*Isec). Adjusting the turns ratio of a transformer alters the ratio between current and voltage. This guy did just that in order to make the final output high voltage and very low current, which won't kill you at all.
