Last one isn’t a scam. It means it’s the last prize to be obtained. For example if a convenience store is doing a figure collab with an anime, all other figures must be won first before the final prize is won. Usually it’s considered the best, biggest or most desirable figure. You buy a ticket for several hundred yen and pull out a slip that tells you your prize. It’s very common in Japan….

The last prize is usually the most desired because it's a variant from the first prize either in color or design. It could also just be a different thing. But it's meant to encourage people to buy out the set so store isn't left with the lower value merch.
