I'm not sure but I took a screenshot on my computer and cropped it when to google images and after 5-7 mins I translated it, and it means Mr. Kagarandavar. Oh no Google doesn't help most of the time, the language is my mother tongue tamil, a language from southern most part of india and what is said in it translates to "nagore andavar thunai" which means the aid of the god of nagore (and i assume they mean nagore dargah/mosque which is famous there)
