sir... actually parallel to starter there is separate capacitor will be provided. purpose is to suppress the noise during starter operation. otherwise starter will distort the supply frequency.

Bro starter not work like a capacitor it just work as a thermomechanical switch, Through this switch the ballast coil energyis and two coil of tube also Glow and produces heat and when the starter switch disconnect due to lack of temp.the induced back emf of ballast coil reached to 900 to 1100 Volt, and due to this High voltage across the tube light the Marcury Atom accalaratate through tube light.

Starter ka kaam sirf tube ko glow karna hota hai tube glow hote hi uska kaam khatm ho jaata h. Isliye stater ko nikal dene per bhi tube glow rehti hai okkk
